The Federal Travel Regulations § 301-11.27 stipulate that in CONUS accommodation taxes paid by the federal traveller are reimbursed as other travel expenses limited to taxes on refundable accommodation expenses. For foreign territories, accommodation taxes have not been abolished from the foreign daily subsistence allowances set by the Ministry of Foreign Affairs. For more information on tax-exempt status, travelers should visit the State Tax Forms page. Are accommodation taxes included in the CONUS daily allowance rate? To calculate the national daily allowances or the maximum accommodation, please consult the national daily rates for foreign rates see Foreign prices. The General Services Administration (GSA) sets per diems for destinations in the last 48 continental United States (CONUS). The Ministry of Foreign Affairs sets foreign tariffs (e.g. B Canada, Japan, Spain). The Department of Defense (DOD) sets non-foreign tariffs that include Alaska, Hawaii, and all U.S. territories. For more information on non-foreign fares, see the DOD Pro Diem, Travel And Transportation Expenses Committee under www.defensetravel.dod.mil and foreign fares to aoprals.state.gov. This calculation provides the GSA with the average rate in an area. For more information about how daily rates for accommodation are determined, see Factors that affect accommodation prices.
